The Commissioner of the Department of Energy and Environmental Protection hereby gives notice that a tentative determination has been reached to approve the following application submitted under Section 22a-208a of the Connecticut General Statutes (“CGS”).
The Town of Waterford (“Applicant”) seeks authorization to operate a Solid Waste Transfer Station. The Transfer Station is located at the Waterford Landfill and consists of a site access gate; a loading bay on a concrete pad; two, 20-cubic yard containers; and a storage area for empty and loaded containers. The facility will accept grit and residue (household non-soluble fats, grease, and oils) collected from pump station and sewer line maintenance and cleaning. The grit and residue from vactor trucks will be loaded into roll-off containers for temporary storage during the dewatering process. Transfer Station Processing equipment used is Sludge Mate Container Filter dewatering units. The applicant requests to receive and Process no more than fifty (50) tons per year of pump station grit and sewer line residue (household non-soluble fats, grease, and oils). The applicant may store no more than 40 cubic yards of pump station grit and residue on-site. The site is 25.67 acres, but the transfer station will occupy 0.5 acres. Operating hours are Monday thru Friday 8:00 a.m. to 5:00 p.m.

Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons. PETITIONS FOR PUBLIC HEARING
The Commissioner may conduct a public hearing if the Commissioner determines that the public interest will best be served thereby or shall hold a hearing upon receipt of a petition signed by at least twenty-five persons. Petitions for a hearing shall be submitted within thirty (30) days from the date of publication of this public notice and should include the application number noted above and also identify a contact person to receive notifications. Petitions should also identify a person who is authorized to engage in discussions regarding the application and, if resolution is reached, withdraw the petition.
