The Commissioner of Energy and Environmental Protection (“DEEP”) hereby gives notice that a tentative determination has been reached to approve the following application submitted under Section 22a‑208a of the Connecticut General Statutes.  Subsequently, the Permittee shall comply with all other conditions of Permit No. 01501275-PCO issued on February 9, 2018 as amended by this Renewal Authorization (“Permit”).

The facility consists of two (2) entrance or exit gates; a truck scale; a processing building with four (4) truck bays; a sprinkler system; a tipping floor for solid waste handling; and various indoor and outdoor storage areas.

The following waste materials may be accepted and processed for transfer through volume reduction activities at the facility: (a) Construction and Demolition Waste which may include: (b) oversized MSW; (c) cardboard; (d) scrap metal; (e) appliances with CFC’s; (f) asphalt roofing shingles waste(g) clean wood; and (h) treated wood.

Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons.  Written comments on the application should be directed to Olimpia Brucato, Waste Engineering and Enforcement Division, Bureau of Materials Management and Compliance Assurance, Department of Energy and Environmental Protection, 79 Elm Street, Hartford, CT 06106-5127, or may be submitted via electronic mail to Olimpia.Brucato@ct.gov no later than thirty (30) days from the publication date of this notice.


PETITIONS FOR PUBLIC HEARING

The Commissioner may conduct a public hearing if the Commissioner determines that the public interest will best be served thereby, or shall hold a hearing upon receipt of a petition signed by at least twenty-five persons.  Petitions shall be submitted within thirty (30) days from the date of publication of this public notice and should include the application number noted above and identify a contact person to receive notifications. Petitions may also identify a person who is authorized to engage in discussions regarding the application and, if resolution is reached, withdraw the petition. Upon receipt of a petition, the Commissioner shall take action as required by relevant laws, including Public Act 25-84, which was effective upon passage in June 2025. The Office of Adjudications will accept electronically-filed petitions for hearing in addition to those submitted by mail or hand-delivered. Petitions with required signatures may be sent to deep.adjudications@ct.gov; those mailed or delivered should go to the DEEP Office of Adjudications, 79 Elm Street, Hartford, CT 06106. If the signed original petition is only in an electronic format, the petition must be submitted with a statement signed by the petitioner that the petition exists only in that form. Original petitions that were filed electronically must also be mailed or delivered to the Office of Adjudications within 30 days of electronic submittal.
