The Commissioner of Energy and Environmental Protection (“DEEP”) hereby gives notice that a tentative determination has been reached to approve the following application submitted under Section 22a‑208a of the Connecticut General Statutes.

The facility consists of: a 30,500 sq. ft. building for the receipt of recyclable items; processing equipment including drum feeder, conveyors, manual sort line, magnetic separator, screen separator, baler; covered trailer loadout area; roll-off container storage areas; trailer container storage areas; truck scale and scale house; office; a dry type fire suppression sprinkler system; concrete block barriers; perimeter fence; and all-weather road and parking surfaces.
The permit renewal will authorize the permittee to continue to receive and process up to 350 tons per day of the following types of solid waste: (a) recyclable items: paper/carboard, food/beverage containers and plastic containers, scrap metal and plastics; and (b) clean wood. The maximum amount of stored solid waste at the facility is limited to 7,854 cubic yards.
The Notice of Tentative Determination is to approve renewal of Permit to Construct and Operate No. 01501294-PCO.

Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons. Written comments on the application should be directed to Abigail Wiktorowski, Waste Engineering and Enforcement Division, Bureau of Materials Management and Compliance Assurance, Department of Energy and Environmental Protection, 79 Elm Street, Hartford, CT 06106-5127, or may be submitted via electronic mail to Abigail.Wiktorowski@ct.gov no later than thirty (30) days from the publication date of this notice.
PETITIONS FOR PUBLIC HEARING
The Commissioner may conduct a public hearing if the Commissioner determines that the public interest will best be served thereby, or shall hold a hearing upon receipt of a petition signed by at least twenty-five persons. Petitions shall be submitted within thirty (30) days from the date of publication of this public notice and should include the application number noted above and identify a contact person to receive notifications. Petitions may also identify a person who is authorized to engage in discussions regarding the application and, if resolution is reached, withdraw the petition. Upon receipt of a petition, the Commissioner shall take action as required by relevant laws, including Public Act 25-84, which was effective upon passage in June 2025. The Office of Adjudications will accept electronically-filed petitions for hearing in addition to those submitted by mail or hand-delivered. Petitions with required signatures may be sent to deep.adjudications@ct.gov; those mailed or delivered should go to the DEEP Office of Adjudications, 79 Elm Street, Hartford, CT 06106. If the signed original petition is only in an electronic format, the petition must be submitted with a statement signed by the petitioner that the petition exists only in that form.
