ACTIVITY: Dyno Nobel, Inc. (“DNI”) is engaged in the business of manufacturing and distributing commercial explosives used for applications such as quarrying, mining, construction and seismology. This Renewal Permit authorizes DNI to treat Hazardous Wastes (off-specification explosive devices and metal-jacketed delay elements) in a Detonation Confinement Chamber (“DCC”) and in a Metal-Jacketed Delay Waste Recycling System (“Lead Grinding System” or “LGS”). In addition, this Renewal Permit authorizes DNI to continue accepting Wastes generated only by Ensign-Bickford Aerospace & Defense Company (“EBAD”) located on the east side of Hopmeadow Street, Simsbury, Connecticut for treatment in the DCC and LGS. Hazardous Wastes from DNI and EBAD that are pending DCC treatment are stored in Building Magazines 228B and 228C; and Hazardous Wastes from DNI and EBAD that are pending LGS treatment are stored in Building Number 74.

A Public Informational meeting regarding this RCRA Renewal Draft Part B Hazardous Waste Facility Permit will be held on Tuesday, August 27, 2024 starting at 6:30 pm via zoom. The informational meeting will include an informal question and answer session open to all members of the public. The Commissioner may conduct a public hearing if the Commissioner determines that the public interest will best be served thereby, or shall hold a hearing upon receipt of a petition signed by at least twenty-five persons. Petitions should include the application number noted above and also identify a contact person to receive notifications. Petitions may also identify a person who is authorized to engage in discussions regarding the application and, if resolution is reached, withdraw the petition. Original signed petitions may be scanned and sent electronically to deep.adjudications@ct.gov or may be mailed or delivered to: DEEP Office of Adjudications, 79 Elm Street, 3rd floor, Hartford, CT 06106-5127. All petitions must be received within the comment period noted above. If submitted electronically, original signed petitions must also be mailed or delivered to the address above within ten days of electronic submittal. If a hearing is held, timely notice of such hearing will be published in a newspaper of general circulation.

The State of Connecticut has authorization to administer the RCRA hazardous waste program in lieu of the Federal Government. Therefore, hazardous waste facilities in Connecticut are subject to and must comply with all applicable Connecticut hazardous waste requirements found in Sections 22a-449(c)-100 through 119 of the Regulations of Connecticut State Agencies (“RCSA”) which incorporate federal and state requirements.
