Emergency Burn Ban In Effect 10/26/24 - An emergency burn ban is now in effect for all Connecticut State Parks, Forests, and Wildlife Management areas, prohibiting the use of all outdoor grills, firepits, and campfires, and the kindling and use of flame outdoors. DEEP and local agencies are working to contain several active fires across the state. Please avoid all affected State Parks and Forests, as well as the blue-blazed Mattabesett Trail. The Enduro Trail in Voluntown and portions of North Stonington within the Pachaug State Forest are closed at this time. NOTICE OF TENTATIVE DETERMINATION STEWARDSHIP PERMIT

The Department of Energy and Environmental Protection (DEEP) hereby gives notice that a tentative determination has been reached to issue a Stewardship Permit to the Former Colt Manufacturing Company Site located at 11, 15, & 55 Van Dyke Avenue, and 0, 36, 100, 140, 151, & 170 Huyshope Avenue, Hartford, pursuant to Connecticut General Statutes (CGS) Sections 22a-6h, and 22a-449(c) and Section 22a-449(c)-110 of the Regulations of Connecticut State Agencies (RCSA). The primary property identification references for this facility include EPA ID Number CTD001157106 and CT DEEP REM ID Number 5376.

The Stewardship Permit authorizes the on-going corrective actions including environmental investigation and remediation as needed. As applicable, post-closure care and maintenance as well as long-term environmental monitoring must be conducted to ensure completed corrective actions remain effective into the future. The proposed activity is not expected to adversely affect any natural resources or human health.

Environmental Land Use Restrictions and Engineered Controls are being used as remedial actions to achieve compliance for petroleum, solvent, and/or metals contaminated soils (due to historical releases and/or historically placed urban fill materials) remaining at the site.

DEEP will host a Virtual Public meeting regarding this draft permit on December 10, 2024, starting at 6 p.m., and ending within one (1) hour if all questions are addressed. During the meeting the public will have an opportunity to make comments and ask questions.
