The Commissioner of Energy and Environmental Protection (“DEEP”) hereby gives notice that a tentative determination has been reached to approve the following application submitted under Section 22a 208a of the Connecticut General Statutes. Subsequently, the Permit to Construct and Operate No. 
01101356-PCO issued on November 8, 2021 is no longer in effect and is replaced by this Permit.

Facility Location: 33 Mucko Road, Bloomfield, Connecticut

The Facility is located on 33 Mucko Road, Bloomfield. Access to the site is via a single drive from Mucko Road. The Facility was issued a permit to construct and operate a volume reduction plant on November 8, 2021, and is currently authorized to construct and operate as follows: 

The existing Facility, operating in Phase 1, consists of an 80’ x 120’ (9,600 square feet) processing building for loading/unloading, including tipping floor; a 17’ x 80’ (1,360 square feet) enclosed truck bay/depressed trailer dump (truck area) including an opening for truck access and a door for employee access for a total building area of 10,960 square feet; additional features for the processing building includes a utility/storage room, one opening for employee access, two openings for truck access dedicated for inbound and outbound shipments of solid waste; one door for employee access; and one opening for equipment access; Outdoor Clean Wood storage area located on an 80’ x 120’ compacted processed stone pad; various indoor/outdoor storage areas dedicated for the storage and staging of solid waste; a paved access drive and maneuvering area; truck scale; retaining wall; and fire suppression equipment. No. A.1.a.v., the Permittee is required to install a Gated Opening for each of the three separate truck accesses as seen in the Site Plan for Phase 1, Building Utilization Plan, Sheet 12, dated May 22, 2025.

For Phase 2, the proposed activity will be to construct an 80’ x 120’ (9,600 square feet) building addition to the previously constructed processing building completed in Phase 1 for a total building area of 120’ x 160’ (20,560 square feet) to consist of an enclosed truck bay/depressed trailer dump (truck area) including a Gated Opening for each of the four separate truck accesses dedicated for inbound and outbound shipments of solid waste; a door for employee access; and five Overhead Doors. Other site features in Phase 2 include a cardboard baler, reconstruction of the outdoor Clean Wood storage area on a 60’ x 120’ concrete pad, various indoor/outdoor storage areas dedicated to the storage and staging of covered containers of solid waste; a paved access drive and maneuvering area; truck scale and fire suppression equipment.

Central Recycling, LLC applied to modify the permit on June 13, 2022. Under the permit modification, the processing capacity for Phase 1 will increase to 150 TPD for the processing of Construction and Demolition Waste (“C&D Waste); scrap metal; cardboard, mixed paper and Clean Wood; in addition, the processing capacity for Phase 2 will increase to 400 TPD for the processing of C&D Waste; scrap metal; cardboard; mixed paper; and Clean Wood.  The total maximum storage volume for Phase 1 and Phase 2 will increase to 4,825 cubic yards and 6,425 cubic yards respectively.

Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons.  Written comments on the application should be directed to Olimpia Brucato, Waste Engineering and Enforcement Division, Bureau of Materials Management and Compliance Assurance, Department of Energy and Environmental Protection, 79 Elm Street, Hartford, CT 06106-5127, or may be submitted via electronic mail to Olimpia.Brucato@ct.gov no later than thirty (30) days from the publication date of this notice.

PETITIONS FOR PUBLIC HEARING
 
Petitions for a hearing shall be submitted within thirty (30) days from the date of publication of this public notice and should include the application number(s) noted above and identify a contact person to receive notifications. Petitions may also identify a person who is authorized to engage in discussions regarding the application and, if a resolution is reached, withdraw the petition. Petitions shall comply with applicable laws, including Public Act 25-84, which took effect upon passage in June 2025. Upon receipt of a petition, the Commissioner shall take action as required by relevant laws.
 
Petitions shall be filed with the Office of Adjudications electronically through the E-Filing Service, https://deep-adjudications-cms-efile.ct.gov/. All initial and subsequent filings must be submitted through this system. Under special exception, petitions will be accepted by mail or hand-delivered. Those mailed or delivered should go to the DEEP Office of Adjudications, 79 Elm Street, Hartford, CT 06106. If the signed original petition is only in an electronic format, the petition must be submitted with a statement signed by the petitioner that the petition exists only in that form. Original petitions must also be mailed or delivered to the Office of Adjudications within 30 days of electronic submittal.
