Notice of Public Listening Session for the Comprehensive General Permit for Discharges to Surface Water and Groundwater

The Connecticut Department of Energy and Environmental Protection (DEEP) will hold a virtual public listening session to solicit feedback and comments from stakeholders on the Comprehensive General Permit for Discharges to Surface Water and Groundwater (“Comprehensive GP”) for the future reissuance of the permit. The session will consist of an informational presentation of the existing permit and target reissuance roadmap by a representative of the Water Permitting and Enforcement Division and the remainder of the allotted time will be used for the solicitation of comments from stakeholders.

The current Comprehensive GP was reissued on March 15, 2023 and is available on the DEEP Website at: Comprehensive General Permit for Discharges to Surface Water and Groundwater (ct.gov). During the public listening session DEEP will take comments and feedback on the eligibility criteria and permit conditions in the permit. DEEP encourages written feedback and comments of a technical nature be submitted via e-mail to DEEP.WaterPermittingEnforcement@ct.gov. Please include the words “Comprehensive GP Modifications” in the subject line to help ensure your comments will be forwarded to the correct staff. DEEP suggests using redline, track changes and comment boxes on the current general permit to allow us to better understand the comments.
