Comprehensive Climate Action Plan (CCAP)

The CCAP touches on all significant greenhouse gas (GHG) sources/sinks and sectors present in Connecticut, including transportation, buildings, energy, industry, waste, agriculture, and natural and working lands. The CCAP provides a mitigation pathway with the scale of technology deployment, behavioral change, and land management that would be needed to meet the state’s statutory GHG emission reduction targets of 45% below 2001 levels by 2030, 65% below 2001 levels by 2040, a zero-carbon energy supply by 2040, and net zero by 2050, provided GHG emissions are at least 80% below 2001 levels. The CCAP was submitted to EPA in summer 2026.

CCAP Sector Profiles

The CCAP Sector Profiles provide an overview of each sector's historical and projected greenhouse gas (GHG) emissions under a business-as-usual scenario, the GHG reduction measures identified for each sector, and example implementation actions for each measure. The actions presented are illustrative and remain under development. They do not constitute formal recommendations from DEEP.

  • A GHG reduction measure is a specific, tangible initiative to reduce emissions.
  • An implementation action is an activity to implement a measure and realize the associated emission reduction and benefits.

Regional Climate Action Plans

In addition to the State, three of Connecticut's Metropolitan Statistical Areas (MSAs) also received funding to develop Comprehensive Climate Action Plans (posted below). Additional plans from the Mohegan Tribe, the Mashantucket Pequot Tribal Nation, and the Worcester, Massachusetts MSA (which includes part of northeastern Connecticut) will also be posted here once they become available. All of their Priority Climate Action Plans can be found on EPA's website.
