Priority Climate Action Plan (PCAP) & Implementation Grant

The PCAP includes a focused list of near-term, high-priority, implementation-ready measures to reduce greenhouse gas (GHG) pollution and an analysis of GHG emissions reductions that would be achieved through implementation. The measures draw on recommendations of the Governor’s Council on Climate Change and the state’s sector-specific climate plans. The state was awarded EPA CPRG Implementation Grant funding for measures within the PCAP. The PCAP was submitted to EPA in spring 2024.

Comprehensive Climate Action Plan (CCAP)

The CCAP touches on all significant greenhouse gas (GHG) sources/sinks and sectors present in Connecticut, including transportation, buildings, energy, industry, waste, agriculture, and natural and working lands. The CCAP provides a mitigation pathway with the scale of technology deployment, behavioral change, and land management that would be needed to meet the state’s statutory GHG emission reduction targets of 45% below 2001 levels by 2030, 65% below 2001 levels by 2040, a zero-carbon energy supply by 2040, and net zero by 2050, provided GHG emissions are at least 80% below 2001 levels. The CCAP was submitted to EPA in summer 2026.

Status Report

The Status Report will provide a status update on the implementation of the plans. The Status Report is due to EPA in summer 2027.
