Notice of Request for Comment on Aspects of the Diesel Emissions Mitigation Program
Comment Period Closed on Monday, February 16, 2021 at 5:00 PM
DEEP is inviting public comment on certain aspects of the third round of funding under the Volkswagen (VW) Diesel Emission Mitigation Program (Vehicle Program) and on the first round of funding under the VW Electric Vehicle Supply Equipment (EVSE) Program (EVSE Program) as further described in the Notice of Request for Public Comments. Please refer to the VW Grant Information webpage for additional details.
Note: This is not a request for applications. Project solicitation will be announced at a later date.

Fuels Waiver (Updated)
On March 27, 2020 the the Commissioner of the Department of Energy and Environmental Protection (DEEP) and the Commissioner of the Department of Consumer Protection (DCP) issued a joint waiver pertaining to the regulatory requirements of Reid Vapor Pressure. On April 30, 2020 the Commissioners of DEEP and DCP issued an update to the joint waiver. Please review the following documents for additional details.

Continuous Emissions Monitoring (CEM)
DEEP is temporarily extending the submission deadline for the 1st Quarter CEM Reports from April 30, 2020, to June 1, 2020. All required monitoring, record keeping, and notification requirements remain in effect during this extension. This action in no way impacts or suspends the requirements of regulated businesses to continue to compile and maintain the emission data, audits, and summaries of corrective action taken. Please read the extension announcement for additional details.

Compliance Reports
DEEP's Air Bureau is encouraging sources, on a temporary basis, to submit all required compliance reports electronically. Title V and GPLPE compliance reports supported and required to be submitted electronically should continue to be submitted using the EMIT online reporting. All other compliance reports may be submitted via email at deep.cacu@ct.gov.

DEEP Headquarters Building Closure
Following the Executive Orders issued by Governor Lamont and the guidelines set forth by the CDC to establish social distancing and limit non-essential contact, the Department of Energy and Environmental Protection (DEEP) will temporarily close its office locations, including its headquarters at 79 Elm Street, Hartford, effective March 17, 2020 to public visitors as a precautionary measure to mitigate the spread of Coronavirus.

Connecticut Electric Vehicle Roadmap Technical Meeting.
DEEP held a technical meeting on February 8, 2019, from 9 a.m. to 4:30 p.m. ET, in the Gina McCarthy Auditorium, DEEP Headquarters, 79 Elm Street, Hartford, Connecticut. The purpose of the technical meeting is to inform the recommendations of the EV Roadmap. The technical meeting consisted of a four panel discussions with subject matter experts presenting on key topics, followed by a question and answer session with the audience. This event was open to the public.

EPA Proposed Risk and Technology Review Standards for Three Surface Coating Source Categories
EPA proposed amendments to three National Emission Standards for Hazardous Air Pollutants (NESHAP): 1) Surface Coating of Large Appliances, 2) Printing, Coating, and Dyeing of Fabric and Other Textiles, and 3) Surface Coating of Metal Furniture.
The proposed amendments are Risk and Technology Review (RTR) standards, which are designed to address the risk that remains eight years after the implementation of Maximum Achievable Control Technology (MACT) standards and improvements in controls since MACT was established. The proposal applies to emission units covered under the three NESHAPs including all coating operations; coatings, conveyors and transfer equipment; and storage, mixing and waste containers.
According to EPA's analysis, the risks remaining after MACT implementation are acceptable and provide an ample margin of safety. However, the agency proposed several changes, including eliminating startup, shutdown and malfunction exemptions; requiring high-efficiency spray application equipment for units that spray coatings without using permanent total enclosures and control devices; and calling for facilities to submit electronic compliance reports and performance tests.
The proposals were published in the Federal Register (83 Fed. Reg. 46,262).

Asbestos Demolition and Renovation NESHAP Update
On December 14, 2017, DEEP voluntarily and partially withdrew from the delegated authority to implement and enforce provisions of the Asbestos NESHAP. However, DEEP retains its delegation to implement and enforce the Asbestos NESHAP for Title V sources. Therefore, Title V sources must submit an Asbestos Demolition Notification to DEEP and non-Title V sources must submit a Notification of Demolition and Renovation to EPA.
The notification forms are available on the Air Compliance Assurance Forms webpage.
Sources must also comply with the Connecticut Department of Public Health's Asbestos Program requirements.
