An “authorized backer representative” is a third-party consultant or attorney hired to assist permitees and applicants with liquor permit licensing issues or to advise permit holders on enforcement cases pending with the department.
If an authorized backer representative is added to the permit account, the representative will be copied on all email communication sent by the department to the applicant or permit holder concerning the permit, such as application needs, renewals, enforcement actions, etc.
The authorized backer representative will continue to receive those emails until removed by the applicant or permit holder using the same online tool. We will not communicate with any third-party consultants or attorneys unless this process has been completed by the applicant or permit holder.
To access the eLicense portal:
- Go to https://elicense.ct.gov.
- Log into your active credential permit account with your existing user ID and password. (If you have forgotten your password, you may reset it via the link under the log in box.)
- Once logged in, scroll down to “More Online Services,” then click “License Maintenance.”
- Select the credential making the authorized backer representative change and click “Start.”
To Add an authorized backer representative:
From the drop-down menu, select “Backer Representative(s) Add,”
Click ‘next’ and complete the submittal process outlined below:
- On question #41, click “Add” and complete the personal information of the individual you’re adding as a representative.
- The current backer member/shareholder or permittee must complete questions the following questions, numbered 43-46:
- Liquor control is allowed to communicate directly with my representative about the status of my application. I understand that I may not be included on all communications between Liquor Control and my representative. (Select yes or no from the drop down menu).
- I understand that I am responsible for any statements made by my representative to Liquor Control and for any documents submitted by my representation to Liquor Control. I understand that the penalty for any false statements made by my representative or delay caused by my representative may result in my inability to obtain a liquor permit or delay in the handling of my application. (Select yes or no from the drop down menu).
- Name of the person completing this attestation
- What is that individual's role or title with the sponsoring backer?
As part of this process, the current backer member/shareholder or permittee will need to upload a signed representation authorization form.
Once the request is fully submitted, you will receive an immediate email from the department acknowledging the request. Upon receipt of the email, the authorized backer representative registration is complete, and that individual will receive communication from our department.
To Terminate and Remove an authorized backer representative:
From the drop-down menu, select “Backer Representative(s) Terminate,”
Click ‘next’ and complete the submittal process outlined below:
- In question #47, a list of names and titles of authorized backer representatives tied to your account will appear.
- Click on the pencil and paper icon next to the name you wish to remove,
- A new screen will appear. Select “Terminate” under the ‘relationship status’ drop down menu item, and click “OK.”
- The current backer member/shareholder or permittee must complete the following questions, numbered 48-50:
- I certify that I have terminated this individual to represent me as the permittee or backer in any application, licensing matters and/or enforcement cases. I understand the penalty for any false statements made may result in a delay for handling my application, my inability to obtain a liquor permit or a resolution to an enforcement case.
- Name of the person completing this attestation.
- What is that individual’s role or title with the sponsoring backer?
Once the request is fully submitted, you will receive an immediate email from the Department acknowledging the request. Upon receipt of the email, the removal of the authorized backer representative is complete, and that individual will no longer receive communication from the department.
