No, buttercream frosting is not allowed, unless it is one of the following options:
• Store-bought/commercially prepared frosting
• Shelf stable frosting
• Fondant only
• Frosting or icing recipes that do not contain butter, eggs, cream, milk or cream cheese.
• Icing/frosting recipes solely composed of shelf stable non-perishable ingredients such as shortening, sugar, commercially produced meringue powder.
You may have a sample of your frosting tested to determine if the frosting is non-potentially hazardous. Testing the product does not guarantee approval.
NOTE: Licensed cottage food operators may purchase the Texas Cottage Foods Recipe Book and use non-potentially hazardous buttercream frostings identified in the book.
