What is an ETV fund?

ETV stands for Education and Training Voucher. The ETV program offers grants to current and former foster youth.

The federal government funds the ETV grants, which the state handles. The larger program is the John H. Chafee Foster Care Program for Successful Transition to Adulthood. It is also known as the Chafee Program.

In most states, eligible students may receive grants of up to $5,000 per academic year. CT’s ETV program offers grants to help current and former foster youth pay for college or job training after high school.

Eligibility

Foster, adopted, subsidized adoption, and/or kinship youths after age 16 are eligible.

Undocumented or non-US citizens are not eligible to receive ETV.

Amount

Eligible students may receive up to $5,000 per academic year. The amount is based on the cost of attendance and available funds.

Uses

ETV can help with education-related expenses. This can include tuition, attendance fees, equipment, supplies, transportation, and more.

Application

The social worker makes applications available several times a year. Current youth in care should ask their assigned social worker questions about accessing ETV.
