3.  Notice of Scoping For the Environmental Assessment for Implementation of the Camp Hartell 2006 Master Plan

Project DescriptionThe Proposed Action is the implementation of the 2006 Master Plan for re-development activities to support the CTARNG mission at Camp Hartell in the Town of Windsor Locks, Connecticut. The Master Plan includes activities involving the demolition of several pre-existing buildings, construction of several new structures, construction of a new installation entrance, upgrade of existing utility infrastructures and the disturbance of recently and historically pre-disturbed areas within installation boundaries. Also part of the action, are the relocation of the existing CTARNG Civil Support Team and location of a CT Department of Public Health Mobile Field Hospital training area on Camp Hartell Grounds.

Written comments from the public are welcome and will be accepted until the close of business on:  March 13th, 2008

Any person can ask the sponsoring agency to hold a Public Scoping Meeting by sending such a request to the address below.  If a meeting is requested by 25 or more individuals, or by an association that represents 25 or more members, the sponsoring agency shall schedule a Public Scoping Meeting.

The agency expects to release a DRAFT Environmental Assessment for this project, for public review and comment in May, 2008.
