Project Description: Neck Road Housing will utilize 2 lots-one vacant and one with a single family stone house built in 1880 for the construction of affordable, rental housing. The existing house will be rehabilitated into four units, and the remaining units on the sites will be new construction. The development will be 15 buildings across 6.3 acres, ranging 1, 2,and 3 bedroom units.AN ESA Phase 1 had indicated the only REC to be an underground storage tank. The site is adjacent to a bus stop and commercial district. The site is not in a flood plain. The project will develop around and not impact existing wetlands and conservation areas on site.

2. Notice of Scoping for Well 1A Raw Water Main and Well 6 Water Treatment Plant Improvement Project
Municipality where proposed project might be located: East Lyme
Address of Possible Project Location: East Lyme Middle School, 31 Society Road, Niantic– access road between school and playing fields.
Project Description: The Town of East Lyme is seeking financial assistance under the Drinking Water State Revolving Fund (DWSRF) program for the proposed improvements to its existing greensand filtration system located at the Well 6 Water Treatment Plant (WTP) and a raw water main from Well 1A to the improved Well 6 WTP. The water from Well 1A contains elevated levels of iron and manganese. Approximately 1,400 lineal feet of new 12-inch diameter ductile iron main will be installed to convey the raw water from Well 1A to the Well 6 WTP where it can be treated for iron and manganese removal. The Well 6 WTP is being improved to accommodate the additional flow from Well 1A. The project will also include a building addition next to the existing WTP to accommodate new treatment equipment and additional chemical storage, emergency generator installation, and associated components.

3. Notice of Scoping for Emergency Interconnection Between Ledyard WPCA Water System and SCWA Water Systems

Project Description: The City of Groton (City) is receiving financial assistance from the Drinking Water State Revolving Fund (DWSRF) program for the Groton Utilities (GU) Water Treatment Plant (WTP) Upgrade project. The proposed emergency interconnections between the Ledyard Water Pollution Control Authority (WPCA) Water System and five of Southeastern Connecticut Water Authority’s (SCWA) small public water systems are associated with WTP Upgrade project as it will enable GU to wheel water through the Ledyard WPCA to provide water supply to the SCWA systems if needed in an emergency. These emergency interconnection projects are essential to provide five of SCWA’s small public water systems with the ability to continue providing water service to their customers in the event of an emergency. Although these emergency interconnection projects are not receiving funding from the DWSRF program, they are being scoped due to their association with state grant funding that the City received for the GU WTP project.
The project comprises installation of five segments of new 6-inch and 8-inch diameter ductile iron water pipes totaling approximately 2,070 lineal feet, isolation valves, meter pits, water meters of various sizes, and other miscellaneous appurtenances along Hill Street, Chriswood Trace, Iron Street, Ferry View Drive, and Fairway Drive in Ledyard, CT. The new main will be connected to the existing distribution system of Ledyard WPCA located at Route 117, Colonel Ledyard Highway, and Route 12. The new main will be installed along the roadway. The water mains have been minimally sized to meet the only the demands for domestic water use for the intended service areas.

4. Notice of Scoping for Connecticut State Police Training Facility

Project Description: The Department of Emergency Services and Public Protection (DESPP), Division of State Police is proposing to relocate its existing Firearms Training Facility and Program, currently located on Nod Road in Simsbury, to a 110± site at 100 and 101 Lee Road in Griswold, CT.
The size and configuration of the existing training facility does not allow for all aspects of the Connecticut State Police’s (CSP’s) needed training and the site configuration results in the rifle range being located behind the pistol range, preventing simultaneous use of the ranges due to safety concerns. The existing training facility is also within a floodplain and has suffered repeated damages from flooding that have led to deteriorated conditions resulting in permanent loss of an onsite classroom building and permanent sanitary facilities, damages to equipment, and repeated interruptions that impact training schedules and overall operations.
The proposed project would provide DESPP with a new facility in Griswold that allows the DESPP to meet the current and future needs of the agency and to maintain and improve the CSP Firearms Training Program. Other state and federal law enforcement agencies with whom the State Police partners would also periodically utilize the facility.
At this preliminary planning stage, four (4) layout alternatives have been proposed, showing potential full buildout layouts for the facility. The proposed project construction may be phased based on prioritization of needs and available state funding. The estimated maximum acreage needed for the main project elements is approximately 30 acres. This acreage does not include auxiliary infrastructure improvements that may be necessary for the project.
Each alternative includes the following major elements:
A multipurpose training building (or series of structures) of up to a total of 55,000 gross square feet (GSF), which would include space for classrooms, a firearms simulator, and open area training room, gun cleaning and smithing, file storage, offices, vault space, ammunition storage, kitchenette and dining, reloading, target storage, bathrooms with showers and lockers, and garage space,

The agency expects to release an Environmental Impact Evaluation (EIE) for this project for public no later than early 2019.
1. Post-Scoping Notice for Athletic District Improvements Project
CEPA Determination: On September 19, 2017, the University of Connecticut published a Notice of Scoping in the Environmental Monitor to solicit public comments for the proposed athletics district improvements. A public scoping meeting was held on October 10, 2017, and comments were accepted through October 20, 2017. During the scoping period, the University of Connecticut received comments from the Department of Public Health, the Department of Energy and Environmental Protection, and the Town of Mansfield. The University of Connecticut has taken those comments into consideration and has concluded that the project does not require the preparation of an Environmental Impact Evaluation under CEPA. The agency’s conclusion is documented in an Environmental Assessment Review.

What happens next: The University of Connecticut expects the project to go forward. This is expected to be the final notice of the project published in the Environmental Monitor.
After Scoping, an agency that wishes to undertake an action that could significantly affect the environment must produce, for public review and comment, a detailed written evaluation of the expected environmental impacts. This is called an Environmental Impact Evaluation (EIE).
