1. EIE Notice for New 950-Car Parking Garage at Eastern Connecticut State University

Project Description: The purpose of the proposed action is to develop a 950-car parking garage on the site of the existing softball field on the northern end of the main campus of Eastern Connecticut State University.

2. EIE Notice for Downtown Torrington Redevelopment

Address of Possible Project Location(s):Main Street, Water Street, East Main Street, Prospect Street and Litchfield Street
Project Description: DECD proposes to assist the City of Torrington in implementing the revitalization of the Downtown area in accord with the Masterplan prepared by the City. State actions in support of this revitalization include but are not limited to; roadway and intersection improvements, traffic signalization, utility infrastructure improvements, streetscape and façade improvements, off-street parking development, building renovation, property acquisition, site work, structural demolition, Naugatuck River (West Branch) greenway development, and brownfield remediation. DECD was authorized by Connecticut Special Act 01-2 to provide financial assistance in an amount not to exceed $30 million to support Torrington’s downtown revitalization. The project area is the downtown core area and include the Main Street, Water Street, East Main Street, Prospect Street and Litchfield Street.

3. EIE Notice for Proposed Construction and Relocation of the State Public Health Laboratory (SPHL) to Rocky Hill

Project Description: The Department of Public Health (DPH), in association with the Department of Public Works (DPW), proposes to construct and relocate the SPHL from
The proposed facility would provide state-of-the-art laboratories to support DPH’s public health programs and the programs of other state agencies and local health departments. It would facilitate DPH’s collaborations with federal agencies on national surveillance programs and would enable the SPHL to more effectively handle testing in support of public health emergencies. The facility would include adequate space to expand services in the future. The proposed project would also provide sufficient parking to offer space for each current staff member, new staff that may be hired for future expanded operations, and visitors, including couriers and those attending meetings and training.
