1. Notice of Scoping for New Hartford Wastewater Treatment Facility Upgrade
Municipality where proposed project would be located: New Hartford
Project Description: The Town of New Hartford is conducting a wastewater facilities planning study for an upgrade of its wastewater treatment system. The study is being conducted because the wastewater treatment plant’s average flow has exceeded ninety percent of its design capacity, the facilities that were built in 1968 have exceeded their design life, and projected growth patterns are extending into previously unsewered areas. The study area, depicted in the linked figure, includes the treatment facility, the proposed development corridor along Route 44 and streets adjacent to public water supply wells. The study also includes an infiltration and inflow evaluation of the existing sewers.

Written comments from the public are welcomed and will be accepted until the close of business on: November 5, 2004
Any person can ask the sponsoring agency to hold a Public Scoping Meeting by sending such a request to the address below. If a meeting is requested by 25 or more individuals, or by an association that represents 25 or more members by October 15, 2004, the Department of Environmental Protection will schedule a Public Scoping Meeting.

2. Notice of Scoping for Abandonment of Middletown Wastewater Treatment Facility
Municipalities where proposed project would be located: Middletown and Cromwell
Project Description: As a result of a feasibility study conducted in 1999 by the City of Middletown, which focused on various means to collect, convey and treat wastewater for Middletown, the City will evaluate alternatives to convey wastewater to the Mattabassett District Wastewater Treatment Plant in Cromwell and abandon its existing treatment system on River Road. In order to abandon the treatment facility in Middletown, a conveyance system will need to be constructed from River Road in Middletown to the Mattabassett plant. The proposed conveyance system would consist of a pumping station on River Road, gravity sewers to the new pumping station, ductile iron force main along the CT Route 9/Providence and Worcester Railroad corridor between the Middletown and Mattabassett treatment facilities, and connection of the new force main to the Mattabassett plant.

The agency expects to release an Environmental Impact Evaluation for this project, for public review and comment, later in 2004.
EIE Notices
1. Notice of EIE for Fairfield Railroad Station
Municipality where project is proposed: Fairfield
Address of Proposed Project Location: Kings Highway East and Black Rock Turnpike
Project Description: The project consists of an Americans with Disibilities (ADA) accessible railroad station as part of a larger development project in conjunction with the Town of Fairfield and a private developer. Under this project, the State will create a new vehicular bridge over the railroad tracks, a seperate pedestrian bridge over the tracks, a passenger drop off area and high level platforms on both sides of the tracks for safe and easy access to the trains. The town and the private developer will be responsible for creating the surface parking lot for 1500 vehicles and a Metro North Commuter Railroad ticket office in addition to a proposed hotel, retail and office space.
Comments on this EIE will be accepted until the close of business on: October 22, 2004
