Notice of Scoping for Lakeview Terrace and Lakewood Heights Interconnection with the South Coventry Public Water System

Addresses of possible action locations: The intersection of South Street and Echo Road, along South Street to the intersection of South Street and Cross Street, along Cross Street and Lake Street North of Monument Hill Road in Coventry, Connecticut.

Description: The Connecticut Water Company (CTWC) seeks to utilize the Department of Public Health (DPH) Drinking Water State Revolving Fund (DWSRF) to interconnect the Lakeview Terrace and Lakewood Heights public water systems with the South Coventry public water system (Project). The Project scope of work includes the installation of approximately 6,100 feet of new 8” water main along South Street, Cross Street and Lake Street in Coventry, Connecticut. The Lakeview Terrace and Lakewood Heights systems are currently served by sources of supply that are contaminated with PFAS. The proposed interconnection would replace the contaminated sources and provide Lakeview Terrace and Lakewood Heights with a reliable, regulated water supply and ensure long-term compliance with drinking water standards. There are multiple developed properties with onsite water sources, including other public water systems, located along the proposed route of the new water main.  The connection of some or all of these properties to the water main is not currently proposed to be within the scope of the project.

Written comments from the public are welcomed and will be accepted until the close of business on: July 16, 2026. 

Any person may ask the sponsoring agency to hold a public scoping meeting by sending such a request to the address below. If a public scoping meeting is requested by 25 or more individuals, or by an association that represents 25 or more members, the sponsoring agency shall schedule a public scoping meeting. Such requests must be made by June 26, 2026.

What Happens Next: DPH will make a determination whether to proceed with preparation of an Environmental Impact Evaluation (EIE) or that the project does not require the preparation of an EIE under the Connecticut Environmental Policy Act (CEPA). A Post-Scoping Notice of its decision will appear in a future edition of the Environmental Monitor.
