2. Post-Scoping Notice for Removal of Exit 21 Off-Ramp on Interstate 84 Eastbound (EB)
Address of Possible Project Location: Interstate 84 (I-84) in the EB direction and on the local road network within the vicinity of the I-84 EB Exit 21 and Exit 22 off-ramps. The proposed project area encompasses I-84 EB from Mile Marker 32.45, inclusive of the off-ramp for Exit 21 (Bridge No. 03191F), to Mile Marker 32.62 at the Exit 22 off-ramp. The existing Interchange 21 off-ramp terminates at Meadow Street. Interchange 22 off-ramp terminates at the intersection with Market Square and South Main Street/McMahon Street. The local roadway network of interest extends from Liberty Street to the south and Grand Street to the north. The network extends from Meadow Street to the west and South Main Street to the east.

Connecticut Environmental Policy Act (CEPA) Determination: On March 7, 2023, the Connecticut Department of Transportation (CTDOT) published a Notice of Scoping to solicit public comments for this proposed project in the Environmental Monitor.
A public scoping meeting was held on March 23, 2023, at Maloney Magnet School, 233 South Elm Street, Waterbury, CT 06706.
Comments were received during the public comment period and at the Public Scoping Meeting. CTDOT received comments from the Connecticut Department of Energy and Environmental Protection (CTDEEP) and several members of the public. A synopsis of the comments received and CTDOT’s responses are included in the Environmental Review Checklist, which also includes the report of meeting from the public scoping meeting.
