2. Post-Scoping Notice for Replacement of Stiles Bridge - Route 191 over Scantic River

Address of Possible Project Location:  Route 191 over Scantic River. Mile point 2.73 of Route 191

Municipality where it would be located: East Windsor

CEPA Determination: On April 20, 2021, the Connecticut Department of Transportation published a Notice of Scoping to solicit public comments for this proposed project in the Environmental Monitor.  A virtual public scoping meeting was held on Tuesday May 4, 2021 and the project comment period concluded on May 21, 2021. 

Comments from the Connecticut Department of Energy and Environmental Protection (CTDEEP) were received during the public comment period, however no comments from the public were received during that time.  A synopsis of the comments received and CTDOT's responses are included in the Environmental Review Checklist.

After consideration of the comments received, the CTDOT has determined that the project does not require the preparation of an Environmental Impact Evaluation (EIE) under the Connecticut Environmental Policy Act (CEPA).  The agency’s conclusion is documented in a Memo of Findings and Determination and the Environmental Review Checklist
