1. Notice of Scoping for Seymour Reservoir No. 4 Dam Repair Project

Project Description: After a regulatory inspection of Seymour No. 4 Dam, the State Dams Division of the Department of Energy and Environmental Protection (DEEP) determined that the dam is in poor condition and needs to be repaired. The poor conditions noted during the inspection were several eroded areas of the crest cutting several feet into the dam at some points, numerous small trees growing on the embankments and that the spillway is failing at the downstream end (water is flowing around the outside of the outlet pipes) and it unknown if the low-level outlet is operating as designed. It was also noted that the current spillway is inadequate to discharge the ½ PMF (probable maximum flood) design flood. The proposed reconstruction is designed to improve the dam’s safety and efficiency as well as make it easier to maintain. For the proposed reconstruction the dam embankment will be raised one foot and eroded areas will be repaired, the existing 24-inch reinforced concrete pipe spillway will be replaced with a new drop inlet spillway and 48-inch outlet pipe. A new 100-foot-long auxiliary spillway will be constructed to the left of the dam and the normal water level of the reservoir will be lowered by 2 feet in order to meet flood capacity requirements for the ½ PMF design flood.

What Happens Next: The sponsoring agency will make a determination whether to proceed with preparation of an Environmental Impact Evaluation (EIE) or that the project does not require the preparation of an EIE under the Connecticut Environmental Policy Act (CEPA). A Post-Scoping Notice of its decision will appear in a future edition of the Environmental Monitor.
