Notice of Scoping for Franklin Water & Sewer Extension

Project Description: The Town of Franklin (“The Town”) proposes the construction of a new wastewater pump station on Murphy Rd and expansion of a water main (See Figure 2) to a previously approved project, as detailed in the following paragraph. The town plans on utilizing the $5 million Urban Act Grant allocated to the Town on March 31, 2022, to help fund the water extension and wastewater pump station construction.  

The Route 32 and Murphy Road’s water and sewer extension were previously scoped in an Environmental Impact Evaluation (“EIE”) conducted by the Connecticut Department of Energy and Environmental Protection (“DEEP”) in 2017. The Connecticut Office of Policy and Management (“OPM”) concurred with the EIE on November 20, 2018, stating that the EIE satisfied the Connecticut Environmental Policy Act requirements.

Summary of proposed project changes: The wastewater pump station will have an average pumping capacity of 12,000 gallons per day.  The Route 87 and Stockhouse Road’s water main is a new addition and will create a closed water main loop, connecting to an existing water main owned by Norwich Public Utilities on Stockhouse Road in Bozrah. The connection will allow for better flow and reduction of unnecessary maintenance. The water main will be 12” ductile iron pipe. Both the Town of Bozrah and Norwich Public Utilities are supportive of this water main extension.

Any person may ask the sponsoring agency to hold a Public Scoping Meeting by sending such a request to the address below. If a meeting is requested by 25 or more individuals, or by an association that represents 25 or more members, the sponsoring agency shall schedule a Public Scoping Meeting. Such requests must be made by: May 2, 2025.

What Happens Next: The sponsoring agency will make a determination whether to proceed with preparation of an Environmental Impact Evaluation (EIE) or that the project does not require the preparation of an EIE under the Connecticut Environmental Policy Act (CEPA). A Post-Scoping Notice of its decision will appear in a future edition of the Environmental Monitor.
