Post-Scoping Notice for Building a Regional Composting Facility for Southeastern Connecticut

Connecticut Environmental Policy Act (CEPA) Determination: On May 20, 2025, the Department of Energy and Environmental Protection (DEEP) published a Notice of Scoping to solicit public comments for this proposed Regional Composting Facility in the Environmental Monitor. The Southeastern Connecticut Regional Resources Recovery Authority (SCRRA) is proposing to construct and operate an aerobic food waste composting facility. 

One comment was received during the public comment period from the State of Connecticut Historic Preservation Office (SHPO) on the location. This comment and its answer are summarized in the attached memo: Public Scoping Comment for Preston.

As this project is for the construction of a new permanent regional waste management facility, the Department of Energy and Environmental Protection has determined to proceed with the preparation of an Environmental Impact Evaluation (EIE).

What Happens Next: The Department of Energy and Environmental Protection will proceed with the preparation of an EIE for the project. DEEP expects to complete the EIE by September 30, 2025. A notice of availability of the EIE will be published in a future edition of the Environmental Monitor.
