Connecticut Environmental Policy Act (CEPA) Determination: On May 20, 2025, the State of Connecticut Department of Energy and Environmental Protection (DEEP) published a Notice of Scoping to solicit public comments for this proposed Recycling Infrastructure in the Environmental Monitor. Please note that there is a separate Post-Scoping Notice for the Regional Composting Facility located in Kent.
No comments were received during the public comment period.
The State of Connecticut Department of Energy and Environmental Protection (DEEP) has determined HRRA’s proposal for site upgrades at the Ridgefield HRRA Regional Transfer Station that will enable the facility to significantly increase waste collection capacity by expanding the volume and types of waste diverted from the MSW waste stream does not require the preparation of an Environmental Impact Evaluation (EIE) under the CEPA. The agency’s conclusion is documented in a Memo of Findings Document and an Environmental Review Checklist.
