Brief Description of Historical and Current Uses: This State property's historic and current use is for water containment and dispersal in the event of severe riparian flooding or a breach in the reservoir dam upstream from this site.  It is not a developed recreation area.

Sale or transfer of partial interest in the property (such as an easement).  Description of interest: This project involves granting an easement to the Town of Farmington for water drainage from Middle Road to three separate areas on State owned, DEP controlled property.  Easement areas are as follows: 52 square feet, 240 square feet, and 250 square feet.  The town will construct and maintain each drainage area.

The agency is proposing to transfer the property with the following restrictions on future uses:  No changes to the water volume or drainage area or without written consent.
Reason the State of Connecticut is proposing to transfer this property: To formalize the right to drain water from road.

Additional information, if any: Hydraulic calculations were examined and found to be acceptable. The town will treat the runoff prior to it entering onto State property and will abide by the DEP Stormwater Quality Manual.
