What is considered a high-THC hemp product?

A high-THC hemp product is a product that contains a total THC of more than:

  • Five milligrams of THC per-container, or,
  • Three-tenths per cent on a dry-weight basis for cannabis flower or cannabis trim, and,
  • Is not an infused beverage.

"Container" means an object that is offered, intended for sale or sold to a consumer and directly contains a high-THC hemp product, and does not include an object or packaging that indirectly contains, or contains in bulk for transportation purposes, a high-THC hemp product.

High-THC hemp products may only be sold by licensed dispensary facilities, cannabis retailers and hybrid retailers. You can find a list of licensed cannabis dispensary facilities, retailers and hybrid retailers here.

Beginning on January 1, 2025, to sell a moderate-THC hemp product in Connecticut, you must have a certificate of registration as a moderate-THC hemp product vendor.
