Beginning on January 1, 2025, no person shall sell any moderate-THC hemp product in the state unless such person is a cannabis establishment or holds a certificate of registration issued by the Commissioner of Consumer Protection pursuant to this section.
Description
A person who holds a certificate of registration to sell moderate-THC hemp products and is not a cannabis establishment.
Requirements
Eligible applicants must meet all licensing requirements as outlined in Section 21a-426(c) of the general statutes and all other relevant state and local laws and regulations.
- Policies and Procedures - These Policies and Procedures have the full effect of law and are currently in place to allow for the operation of Connecticut’s moderate-THC hemp product industry, including how moderate-THC hemp product vendors shall operate.
License Pathways and Fees
- A person seeking a Moderate-THC Hemp Product Vendor certificate of registration must submit an application using the eLicense online system.
- Application: Available online on the eLicense licensing system at https://elicense.ct.gov
- Application Fee (nonrefundable): $2,000
- Renewal Fee (nonrefundable): $2,000 due annually
- Retail Location: Location in the state where such person currently sells or proposes to sell, at retail, moderate-THC hemp products to consumers
- Monthly Sales Data: The applicant must demonstrate that at least 85% of the average monthly gross revenue for the retail location is derived from retail sales of moderate-THC hemp products to consumers. Applicants who manufacture moderate-THC hemp products at their location and sell or propose to sell, at retail, such moderate-THC hemp products manufactured at their location are not required to demonstrate they meet the 85% sales threshold.
