Commodity Flow Study Information Request
The State of Connecticut, State Emergency Response Commission (SERC), periodically conducts a state-wide hazardous materials commodity flow study that includes all Local Emergency Planning Committees covering facilities that report chemical inventory on annual Tier II Forms in all 169 municipalities. The purpose of this study is to help emergency managers and first responders better understand chemical storage and transportation risks and develop a strategic plan to mitigate chemical risk.
To support this planning effort, the SERC requests information for the purposes of emergency planning pursuant to Section 303(d)(3) of the Emergency Planning and Community Right-to-Know Act (EPCRA) Statute as codified in 40 CFR 355.20. Under EPCRA, each facility is required to provide “information necessary for developing and implementing an emergency plan” that is requested by state or local governments.
As the requested information will vary by mode of transport and chemical, each facility or transporter will get a specific data request tailored to their activity.
