Perkins V
On July 31, 2018, Public Law 115-224, The Strengthening Career and Technical Education for the 21st Century Act (Perkins V, the Act, or statute), was signed into law, reauthorized, and amended the Carl D. Perkins Career and Technical Education Act of 2006. Connecticut's approved Perkins State Plan covers 2026-2029.
Perkins V is designed to develop more fully the academic knowledge and technical and employability skills of students who choose Career and Technical Education (CTE) programs. It aims to prepare learners for high-skill, high-wage, or in-demand occupations in current or emerging fields.
Key Goals and Objectives of Perkins V
- Expand access and quality: Ensure every student can explore, choose, and follow CTE programs that lead to valuable credentials.
- Align education with workforce needs: Connect secondary and postsecondary education to meet the current and future needs of industry.
- Improve academic and technical achievement: Support students in meeting rigorous academic and technical standards and linking them to postsecondary education and employment.
- Increase flexibility: Allow states and localities to design CTE programs tailored to local economic and workforce demands.
- Promote integration: Encourage integration of rigorous academic and technical instruction, and link secondary and postsecondary pathways.

- The Connecticut Department of Labor’s Office of Apprenticeship Training provides resources for structured, paid training that combines on-the-job experience with related classroom instruction to assist students in navigating multiple, flexible pathways leading to the obtainment of industry-recognized credentials, pre-apprenticeships/apprenticeships, and postsecondary credits. They also offer resources for employers, apprentices, and educators, including program requirements, application guidance, and contact information for the state’s apprenticeship offices.
