State Plan of Conservation and Development
The Office of Policy and Management prepares a State Plan of Conservation and Development (State C&D Plan, also known as the POCD), every five years in accordance with Section 16a-27 of the Connecticut General Statutes.The 2018-2023 State C&D Plan was adopted on May 4, 2022 via House Joint Resolution No. 107, and remains in effect until such time that the Connecticut General Assembly adopts a revised State C&D Plan in accordance with Section 16a-30 of the Connecticut General Statutes.
Note: Public Act 22-71 amends various sections of CGS Chapter 297 to re-set the next State C&D Plan revision cycle, so that OPM can prepare a draft 2025-2030 State C&D Plan for submittal to the General Assembly prior to the start of the 2025 legislative session.
Adopted 2018-2023 State C&D Plan (adopted May 4, 2022; currently in effect)
Note: OPM is currently in the process of updating "draft" documents to be marked as "final" documents following legislative approval of the 2018-2023 State C&D Plan on May 4, 2022. Although the 2018-2023 State C&D Plan still contains draft headings, it is considered adopted and final unless otherwise indicated. The 2018-2023 State C&D Plan supersedes the 2013-2018 State C&D Plan, which was in effect through May 3, 2022.
