     A regular meeting of the Freedom of Information Commission was held on October 23, 2013, in the Freedom of Information Hearing Room, 18-20 Trinity Street, Hartford, Connecticut. The meeting convened at 2:12 p.m. with the following Commissioners present:
     Commissioner Owen P. Eagan, presiding
     Commissioner Amy J. LiVolsi
     Commissioner Matthew Streeter
     Commissioner Christopher P. Hankins
     Commissioner Michael C. Daly
     Also present were staff members, Colleen M. Murphy, Mary E. Schwind, Clifton A. Leonhardt, Tracie C. Brown, Lisa F. Siegel, Kathleen K. Ross, Gregory F. Daniels, Valicia D. Harmon, Paula S. Pearlman, Cindy Cannata, and Thomas A. Hennick.
     The Commissioners unanimously voted to adopt the minutes of the Commission’s regular meeting of October 9, 2013.
     Those in attendance were informed that the Commission does not ordinarily record the remarks made at its meetings, but will do so on request.
Benjamin Sutton v. Chief, Police Department, City of Stamford; and Police Department, City of Stamford
     The Commissioners voted, 4-0-1, to adopt the Hearing Officer’s Report. Commissioner LiVolsi abstained.
Thomas White v. City Attorney, Office of the City Attorney, City of Bridgeport; and City of Bridgeport
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
James Torlai v. Commissioner, State of Connecticut, Department of Emergency Services and Public Protection; and State of Connecticut, Department of Emergency Services and Public Protection
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.

     Frank Vartuli appeared on his own behalf. Attorney Chris Dellaselva appeared on behalf of the respondents. The Commissioners voted, 4-0, to approve the Hearing Officer’s Report. Commissioner LiVolsi recused herself from the matter. The proceedings were recorded

     The Commissioners voted, 4-0-1, to adopt the Hearing Officer’s Report. Commissioner Hankins abstained.

     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Michael C. Harrington v. Thomas Kirk, President, Laurie Hunt, General Counsel, Connecticut Resources Recovery Authority; and Connecticut Resources Recovery Authority
          Michael Harrington appeared on his own behalf. Attorney Dan LaBelle appeared on behalf of the respondents. The Commissioners unanimously voted to adopt the Hearing Officer’s Report. The proceedings were recorded digitally.
     Tracie C. Brown reported on Chairperson, Connecticut Medical Examining Board, et al. v. Freedom of Information Commission et al. (SC 19055)
