     The above-captioned matter was heard as a contested case on June 6, 2013, at which time the complainant and the respondents appeared and presented testimony, exhibits and argument on the complaint.  At its regular meeting of August 28, 2013, the Commission considered, but did not adopt, a Report of Hearing Officer, dated July 23, 2013.  After discussion, the Commission unanimously voted to remand the matter to the hearing officer.
     By email dated and filed September 26, 2013, the complainant notified the Commission that he wished to withdraw his complaint in this matter.  The Commission takes administrative notice of such withdrawal. 
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  Based upon the withdrawal, the complaint is hereby dismissed.
