
The Office of State Ethics (OSE) was created to administer and enforce the State’s Code of Ethics, Chapter 10, Parts I and II, General Statutes. The Codes became effective January 1, 1978, and were recently amended by Public Act 05-183.
The OSE is one of the principal agencies established to build and maintain the confidence of Connecticut citizens in the integrity of their state government. It administers and enforces a Code of Ethics for Public Officials and State Employees (also covering officials and employees of the State’s quasi-public agencies) including conflict of interest provisions, post-state employment restrictions and financial disclosure requirements.
It also administers and enforces a Code of Ethics for Lobbyists, including a ban on gifts from lobbyists to public officials, state employees, and members of their staff and families. The OSE also has responsibility for registering lobbyists and for receiving financial reports from lobbyists.
