Excise File Uploads

In addition to electronic return filing, myconneCT also accepts electronic submission of several required schedules and reports utilizing a Pre-defined Comma Separated Value (csv) file format.

File upload overview

Submit a file upload using a Pre-defined Comma Separated Value (csv) file format. To upload a file using this method:

  1. Download the .csv file layout and prepare the spreadsheet with your figures as specified in the instructions.
  2. Arrange the columns in the correct order and verify the layout matches the predefined Comma-Separated Value before uploading the file through myconneCT.
  3. Note: Larger attachments may take longer to upload.

  4. Once the file is uploaded, myconneCT will review the file for errors in real time.

  1. If the file is accepted, you will receive a confirmation number for your records
  2. if the file fails, you will receive a list of the failed records with an explanation. Simply correct the file and submit. There is no limit on the number of upload attempts.

Cigarette, Tobacco, and PACT Act filers

Filing your return, as well as submitting required return schedules and documentation online with myconneCT is preferred. However, you may continue to file via paper if needed. Electronic payment for Cigarette Distributor (resident & nonresident) and Tobacco Products tax is required.

The following schedules and reports have .csv files available:

  • Cigarette Tax: Forms CT-15/15A, Schedule H
  • Tobacco Tax: Form OP-300, Schedule E
  • PACT Act reports

Cigarette Tax (Cigarette Distributors)

Once you file the CT-15 or CT-15A on myconneCT, you will be required to upload the Schedule H detail using a Pre-defined Comma Separated Value (csv) file. All other applicable schedules will be added as attachments.

Tobacco Products Tax (Tobacco Distributors and Unclassified Importers)

Once you file the OP-300 on myconneCT, you will be required to upload the Schedule E detail using a Pre-defined Comma Separated Value (csv) file. All other applicable schedules will be added as attachments.

PACT Act reports

(Cigarette Distributors, Tobacco Products Distributors, and Electronic Nicotine Delivery Systems)

All persons who sell, transfer, or ship for profit Electronic Nicotine Delivery Systems (ENDS), cigarettes, or smokeless tobacco into Connecticut must submit a Monthly PACT Act Report for Connecticut with DRS before the tenth day of each calendar month for each product type.  For more detailed information related to filing this report for cigarettes and tobacco products, see SN 2010(8), Federal PACT Act  Expands Jenkins Act Reporting Requirements.  For more detailed information related to filing this report for ENDS, see Taxpayer Services Bulletin TSSB 2021-3, Federal PACT Act Requirements Expand to Electronic Nicotine Delivery Systems (ENDS)

The Monthly Report to DRS must be uploaded using the Pre-defined Comma Separated Value (csv) file layout as outlined below. Information in the report will include but will not be limited to:

  1. The name and address of the person to whom the shipment was made;
  2. The invoice date, invoice number, Universal Product Code (UPC), product name and UPC quantity; and
  3. The name, address, and telephone number of the person delivering the shipment to the recipient on behalf of the delivery seller.

Motor Vehicle Fuels Tax filers

Filing your return, as well as submitting required return schedules and documentation online with myconneCT is preferred. However, you may continue to file via paper if needed. Electronic payment for Motor Vehicle Fuels Distributor, Petroleum Products Gross Earnings, and Special Fuels Distributor tax is required.

A .csv file is available for Schedules MF-R and MF-D for the following returns:

  • Motor Vehicle Fuels Tax: Form O-MF
  • Tax Paid Motor Vehicle Fuel Tax: Form O-MF1
  • Special Fuel Tax: Form OP-216

Once you file your O-MF, O-MF1, or OP-216 return in myconneCT, you will be required to upload your receipts (MF-R) and distribution (MF-D) schedules (if applicable) using a Pre-defined Comma Separated Value (csv) file. See instructions and example files below.
