Notice of Intent to Renew the General Permit for a Municipal Transfer Station

TENTATIVE DETERMINATION
The Commissioner of the Department of Energy and Environmental Protection ("DEEP") hereby gives notice that a tentative determination has been reached to renew, with changes, the General Permit for a Municipal Transfer Station.

COMMISSIONER’S FINDINGS/REGULATORY CONDITIONS
The proposed general permit, if renewed, will authorize the construction and operation of municipal transfer stations for solid waste, including recyclables.

CURRENT REGISTRATIONS
Any municipality, municipalities or regional authority that holds a current registration shall not submit a new registration. Current registrations will be automatically renewed, and municipalities or regional authorities will be invoiced annually.

PROPOSED GENERAL PERMIT
The purpose of the general permit is to allow municipalities to construct and operate a municipal transfer station to operate under a maximum processing capacity of up to one thousand (1000) tons per day of solid waste, including recyclables. A municipality may operate the facility itself, jointly with other municipalities, or through a private contractor to oversee daily operations.

COMMISSIONER’S AUTHORITY
The Commissioner is authorized to issue this general permit pursuant to section 22a-208a(i) and 22a-454(e)(1) of the Connecticut General Statutes. The Commissioner is authorized to approve or deny any registration under this general permit pursuant to CGS section 22a-208a(i).

Interested persons may obtain a copy of this public notice, the proposed general permit and the general permit fact sheet on the DEEP website at www.ct.gov/deep/publicnotices or by sending a request for an electronic copy to DEEP at elizabeth.moore@ct.gov. The proposed general permit is also available for inspection at the DEEP offices located at 79 Elm Street, Hartford, CT. Before making a final decision on this proposed general permit, the Commissioner shall consider written comments from interested persons that are received within 30 days from the publication date of this notice.
