1. Post-Scoping Notice for the Proposed Disposition of the University of Connecticut Greater Hartford Campus

The University of Connecticut has determined that an Environmental Impact Evaluation (EIE) is not required at this time.  Depending on the ultimate disposition of the campus, a new CEPA process may or may not be required.


On June 17, 2014 the University of Connecticut published a Notice of Scoping to solicit public comments for this project in the Environmental Monitor. At the time of the scoping notice, the actual proposed disposition for the Greater Hartford (i.e., West Hartford) campus had not yet been determined and several alternatives were being contemplated. The Town of West Hartford entered into a Purchase and Sale Agreement with the University of Connecticut effective July 14, 2016 to purchase the campus.  The closing was anticipated to be on or about October 1, 2017.   After UConn granted the Town seven extensions, on December 13, 2017 the Town notified UConn that the Town was cancelling the Agreement.

During 2018 UConn has been seeking to sell the property to a private buyer.  The final disposition of the campus remains undetermined. 

Given the amount of time that has passed since the publication of the scoping notice in June 2014 and given that the long-term disposition remains undetermined, the University of Connecticut has taken what it considers to be appropriate steps to stabilize and secure the campus buildings and grounds while it continues to pursue other sale or reuse options.

With this notice, the University closes the CEPA process initiated in June 2014.
