2. Post-Scoping Notice for East Lyme-New London Interconnection
Municipalities where project will be located: East Lyme, Montville and Waterford
CEPA Determination: On April 19, 2011, the Department of Public Health (DPH) published a Notice of Scoping for the East Lyme-New London Interconnection to solicit public comments for this project in the Environmental Monitor. On October 16, 2012, the DPH published a revised Notice of Scoping because there were minor changes to the original project design and location.
Based on the DPH’s environmental assessment of this project which includes comments provided by the DEEP dated May 14, 2010 and May 20, 2011, concurrence by the DEEP Wildlife Division Natural Diversity Database and the Inland Fisheries Habitat Conservation and Enhancement Program, the DPH Drinking Water Section Source Water Protection (SWP) Unit dated May 20, 2011 (revised July 24, 2012), several meetings with the Office of Policy and Management, and a Memorandum of Understanding between East Lyme and Montville, it has been determined that the project does not require the preparation of Environmental Impact Evaluation (EIE) under CEPA. The DPH will coordinate with the Town of East Lyme to ensure that the recommendations by the DEEP, SWP and OPM will be implemented.
The agency's conclusion is documented in a Memorandum of Findings and Determination and an Environmental Assessment Summary.
