Middlebury I-84 Interchange 17 Chase Parkway Extension
1. Notice of Scoping for Improvements on I-84 at Interchange 17; Construction of Chase Parkway Extension, and Operational Improvements on Route 63 and Route 64
Municipalities where proposed project might be located: Town of Middlebury & City of Waterbury
Possible Project Locations: The project is located off of Interstate 84 (I-84) westbound (WB) at Interchange 17, SR 845 (Chase Parkway), Route 63 and Route 64 in the Town of Middlebury and City of Waterbury.
The project limits on I-84 WB Exit 17 off-ramp begin approximately 700' prior to the existing exit ramp and extend to the intersection of SR 845 and Route 64 for a total length of 1,600'.
The project limits on the eastbound (EB) I-84 ramp begin at the intersection of Route 64/SR 845 and extend approximately 1,300' along the ramp.
The project limits on Route 64 begin approximately 450' west of Ferndale Avenue and extend to the intersection of SR 845 (Chase Parkway) for approximately 2,600'.
The project limits on Route 63 begin at the intersection of Woodside Avenue and extend approximately 700' beyond the intersection of Route 64 for a total of 2,250'.
The proposed improvements on SR 845 begin approximately 600' north of the intersection of Route 64 and extend approximately 1,300' with the construction of a new Chase Parkway
Project Description: The proposed improvements, which address traffic operational issues, include modifying the I-84 Interchange 17; installing new traffic signal at the intersection of State Road (SR) 845 and Route 64; constructing a new two-way connector (Chase Parkway Extension) between Route 63 and Route 64; and providing a new Park and Ride facility and multi-use trail.
The proposed improvements to Interchange 17 also include lengthening the I-84 WB deceleration lane by approximately 500' and adding a second lane to the off-ramp to increase the ramp storage capacity. The intersection of Route 64, SR 845, and the Exit 17 off-ramp will be realigned and a new traffic signal will be installed. The EB I-84 on-ramp will be widened to two (2) lanes from the intersection of the Route 64/SR 845 and will converge to a single lane 1,000 feet prior to merging with I-84 East.
It is also proposed to construct "Chase Parkway Extension", a new connector road (with an adjacent multi-use trail) from the new signalized intersection of Route 64/SR 845 and the I-84 WB Exit 17 off-ramp to the existing signalized intersection of Route 63 and Woodside Avenue.
It is proposed to widen approximately 1,250 feet of Route 63 from two (2) to four (4) lanes and modify the approaches to Route 64 to provide three (3) lanes from the SB approach (dedicated left-turn, through, and dedicated right-turn). The existing traffic signal at the intersection will be modified/upgraded.
It is proposed to widen approximately 1,600 feet of Route 64 from two (2) to four (4) lanes beginning at the intersection of Route 63 to SR 845. Additionally, the vertical profile along Route 64 will be lowered to improve sight distance.
Additional proposed improvements include the construction of a Park and Ride lot at the southeast corner of Route 63 and the proposed Chase Parkway Extension; the construction of a cul-de-sac at the south end of Kelly Road Extension; and drainage system upgrades throughout the project area including replacement of culverts conveying watercourses affected by the proposed improvements.

If a meeting is requested by 25 or more individuals, or by an association that represents 25 or more members, the sponsoring agency shall schedule a Public Scoping Meeting. Such requests must be made by the close of business on Friday May 27, 2016.
