Project Description: The project includes intersection reconstruction and the replacement of signal equipment at the Atlantic Street and Henry Street intersection. Individual elements of the project include the realignment and widening of the Henry Street west leg, the replacement of sidewalks and pedestrian ramps on three corners of the intersection, and the complete replacement of all traffic signal equipment. In addition, the project will include minor drainage improvements to accommodate the widened pavement area and to replace deteriorated structures. The realignment of the west intersection leg will require a full property acquisition (745 Atlantic Street) at the southwest corner of the intersection of Atlantic Street and Henry Street.
745 Atlantic Street is listed as a contributing structure to the National Register of Historic Places listed South End Historic District in Stamford (listed in 1986). It is a three-story 1913 brick vernacular commercial building with Italian Renaissance Revival elements that include curving pressed metal cornice embossed with an egg and dart design. The project will include the full replacement of all the traffic signal equipment at the intersection. The new signal equipment will include mast arm support structures, countdown pedestrian signals, pedestrian push buttons supported on pedestals, and video detection on all approaches. Emergency vehicle signal pre-emption equipment, a CCTVV monitoring camera and illuminated street signs will also be installed. Peak hour traffic volume information on the signal plan was taken from the Stamford Traffic Volumes approved by CTDOT Bureau of Policy and Planning in September 2012. The average daily traffic on Atlantic Street and Henry Street is 3800 vehicles and 450 vehicles, respectively.

Any person can ask the sponsoring agency to hold a Public Scoping Meeting by sending such a request to the address below. If a meeting is requested by 25 or more individuals, or by an association that represents 25 or more members, the sponsoring agency shall schedule a Public Scoping Meeting. Such requests must be made by Friday, February 2, 2013.
