2. Notice of Scoping for I-291 Corridor Project

Project Description: An Environmental Impact Evaluation (EIE) under CEPA will be prepared for the proposed project. The Town of South Windsor has proposed a 165-acre industrial development in the area of Interstate 291, Route 30 and Route 5. The town would like to develop 22-acres owned by the town and an additional 143 privately held acres in the I-291 Gateway Zone. The parcels are located to the east of Connecticut Route 5, to the South of Chapel Road, to the North of Ellington Road, and State lands and I-291 border the property to the South. The development is expected to include the construction of roads, utility infrastructure connections, wetland mitigation as needed, and other associated improvements.
The EIE will address the direct impacts of the state actions described above as well as secondary and cumulative impacts to the natural and man-made environment associated with the proposed I-291 Corridor Project. Some of the issues/concerns that will be addressed in the EIE are related to endangered and threatened species found within the project limits, present wetlands, stormwater generated from the project area, and archaeological resources present on the site.

Written comments from the public concerning the nature and extent of any environmental impacts of the proposed action are welcomed and will be accepted until the close of business on January 9, 2006.
Any person can ask the sponsoring agency to hold a Public Scoping Meeting by sending such a request to the address below. If a meeting is requested by 25 or more individuals, or by an association that represents 25 or more members, the sponsoring agency shall schedule a Public Scoping Meeting.

The agency expects to release an Environmental Impact Evaluation for this project, for public review and comment, in September 2006
