Commutation Eligibility, Application Process and Instructions:
The Board of Pardons and Paroles is now accepting Commutation applications. Please review the attached Eligibility Requirements & Document Checklist and Application for Commutation thoroughly before submitting to the Board for review. Please note, while this process is currently on paper, it will be electronic in the near future as part of the ePardon Portal. Additionally, information received after the submission of the application will not be included in the review. All applications must be completed in full at the time of submission. If an offender is granted a full hearing, supplemental materials may be submitted at that time.
Please note: If you do not meet the eligibility requirements, but feel you have extraordinary circumstances that warrant the Board of Pardons and Paroles waiving one or more of these requirements, please complete a Request to Waive Eligibility Requirements (BOPP Form 3021) and submit to the Board of Pardons and Paroles for review. The Board will review your Request and determine whether to waive the eligibility requirement(s). Do not submit a Commutation Application if you do not meet the criteria.
