The Connecticut Water Planning Council Members

The Connecticut Water Planning Council (WPC) consists of four members specified by Connecticut General Statutes (CGS) Section 25-33o as follows:
  

Martin L. Heft, Chair
Undersecretary, Intergovernmental Policy and Planning Division, Office of Policy and Management (OPM)
 

Undersecretary Martin L. Heft has 38 years of government service - 20 years in several executive roles in local government and 18 years in state government - interfacing with local and state officials. He has built and sustained strong working relationships with government officials, regional councils of governments, the Connecticut General Assembly and state agencies.  He currently oversees the Intergovernmental Policy and Planning Division at the Office of Policy and Management.

He serves as the OPM Secretary’s designee on the State Water Planning Council, the Advisory Commission on Intergovernmental Relations and the Neighborhood Revitalization Zone Advisory Board.  Additionally, he is the OPM liaison to the Connecticut Councils of Governments, the Connecticut Conference of Municipalities, the Connecticut Conference of Small Towns, the Connecticut Association of Assessing Officers and the Connecticut Tax Collectors Association.

David A. Arconti, Jr. 

Commissioner, Public Utilities Regulatory Authority (PURA)

David Arconti is a Utility Commissioner of the Connecticut Public Utilities Regulatory Authority (PURA).  Governor Ned Lamont nominated Arconti to begin serving in August of 2024.  Arconti represented Danbury’s 109th district in the State House of Representatives from January 2013 to January 2023.  During his tenure as a State Representative, he served in a number of leadership roles, including Vice Chair of the General Law Committee, Vice Chair of Environment Committee, Deputy Majority Leader and House co-chair of the Energy and Technology Committee. Arconti also served on the Public Health, Housing, Veterans and Military Affairs and Public Safety and Security committees. Arconti introduced and lead the passage of the Take Back Our Grid Act, Public Act 20-05, directing the Authority to initiate proceedings on performance-based regulation for utility companies.
 
Commissioner Arconti also comes to the Authority with experience in the utility sector, focusing on fuel cells, government relations, and community engagement.  
 
Mr. Arconti holds a Bachelor of Science from Southern Connecticut State University and has been an active member of his community serving on the board of the the Danbury Police Activity League (PAL), the Meserve Memorial Fund, and the Danbury Athletics Hall of Fame.

Christopher D. Roy
Section Chief, Drinking Water Section, Connecticut Department of Public Health (DPH)

 

Christopher Roy is the Section Chief of the Drinking Water Section (DWS) within the Environmental Health and Drinking Water Branch at the Connecticut Department of Public Health. Chris has over two decades of experience in the DWS implementing the Safe Drinking Water Act and managing the Safe Drinking Water Information System for compliance. Prior to rejoining the DWS in 2024, Chris worked as subject matter expert and technical specialist for an environmental consulting firm assisting with compliance activities and data management practices for state drinking water programs across the nation. Chris holds a B.S. in Environmental Engineering from Rensselaer Polytechnic Institute.

Graham J. Stevens
Bureau Chief, Bureau of Water Protection and Land Reuse, Connecticut Department of Energy and Environmental Protection (DEEP)
 
Graham Stevens is the Bureau Chief of the Bureau of Water Protection and Land Reuse, which is comprised of the Remediation, Land and Water Resources, and Water Planning and Management Divisions.  Prior to his current role, Graham served as Office Director of Constituent Affairs and Land Management and Chief of Staff to both Commissioner Amey Marrella and Commissioner Gina McCarthy.  He also served as the Department’s first Brownfields Coordinator.  Mr. Stevens holds a B.A. in Environmental Geography from Clark University and a M.S. in Water Resources from the University of Connecticut.
