About the Collection: English Language Proficiency (ELP) Assessment Participation Exceptions
On the LAS Links ELP and the CT Alternate Assessment of English Language Proficiency (CAAELP), domain exemptions are available for students who are dually identified as English learners/multilingual learners (ELs/MLs) with an Individualized Education Program (IEP) or a Section 504 Plan.
- A dually-identified student who is D/deaf or hard of hearing may be exempt from the Listening domain subtest of the ELP assessment.
- A dually-identified student who is non-verbal and cannot participate in the Speaking domain subtest of the ELP, even when provided assistive technology or augmentative and alternate communication supports, may be exempt from the Speaking subtest.
For those students whose ELP Assessment is designated as the LAS Links, ELACs must enter student information into the Domain Exemption Form on the CT DRC LAS Links Website.
For dually-identified students with a significant cognitive disability who have an implemented Alternate Assessment System Eligibility Form in CT-SEDS and meet the criteria to participate in the CAAELP, and qualify for Listening or Speaking domain exemptions, the DA in TIDE will submit the exemption within the TIDE platform. DAs can refer to the CAAELP Domain Exemption Guidance for further information.
Additionally, students who are eligible for the CAAELP are not eligible for the LAS Links and must be reported on the ELs/MLs Eligible for the Alternate Assessment Form (Grades K-2, 9, 10, and 12) on the CT DRC LAS Links Website and in CT-SEDS (Grades K-12).
