USDA Legislation and Regulations
The Child Nutrition Programs (CNPs) are authorized by federal legislation enacted by Congress and signed by the President. The U.S. Department of Agriculture (USDA) develops program regulations, authorized by the legislation, through the rulemaking process, which includes gathering input from the public.
Only Congress can change legislation, while program regulations can be updated by the USDA. Sponsors of the CNPs must comply with all requirements established in legislation and regulations. The primary applicable legislation and regulations for the federal CNPs are indicated below.
