What is the Vendor and Citizen Advisory Council?

The Vendor and Citizen Advisory Council makes recommendations to the State Contracting Standards Board on how Connecticut can improve purchasing processes and how it manages contracts. The Council acts as an outside perspective — it brings in voices from businesses, citizens, and subject matter experts to help the Board make better decisions about how the state handles its contracts.

The Vendor and Citizen Advisory Council is made up of 15 members appointed by the Governor and various legislative leaders. No more than six of the members can be vendors with State contracting experience. The rest of the members must have real knowledge and experience in areas related to government contracting, such as:

  • Writing contracts
  • Evaluating bids
  • Business insurance
  • Ethics
  • Human services
  • Small and minority business development
