To be considered for the next round of funding from the Safe Harbor Fund, please submit a completed application and all supporting documents to Jennifer.putetti@ct.gov by 5 p.m. on August 11, 2026. Required supporting documents include: IRS Form 990 for the most recent 3 years, IRS Form 1023 with any attachments, IRS 501(c)(3) determination letter, most recent independent audit report filed with the DCP Public Charities Unit, guidelines for distribution of funds including anticipated budget, and internal procedures to ensure funds are only for collateral costs of receiving care in Connecticut.

Safe Harbor Fund: Frequently Asked Questions
Who is eligible to apply for funding?
The Safe Harbor Fund provides grants to nonprofit organizations, community-based providers, and other eligible entities that support individuals in financial need who are traveling to Connecticut for reproductive or gender affirming health care that is restricted in the states where they are located. Organizations must meet one of the statutory eligibility categories outlined in Section 173 of Public Act 25-168.
What types of expenses does the Safe Harbor Fund cover?
The Fund supports organizations that assist individuals seeking legally protected reproductive or gender affirming care in Connecticut. Grants may be used for services that help reduce barriers to accessing care, such as travel, lodging, patient support services, and related costs collateral to care.
How much funding can organizations request?
Award amounts may vary based on the volume of need, the nature of services provided, and the capacity of the applicant organization.
Are there reporting or compliance requirements?
Yes. Grantee organizations will be required to provide periodic reports on the use of funds, the services delivered, and the number of individuals supported. Reporting expectations, timelines, and documentation requirements will be included in the grant agreement.
When will awards be made?
The application period opens July 1, 2026. After applications are reviewed by the Board of Trustees at its quarterly meetings, award decisions will be communicated directly to applicants. The Fund aims to distribute resources as efficiently as possible to ensure timely support for individuals seeking care.
How do organizations apply?
Eligible organizations can apply by completing the Safe Harbor Fund Grant Application, available beginning July 1, 2026. Applicants will be asked to submit organizational information, describe the services they provide, and indicate their statutory eligibility category. Submission instructions are included in the application packet.
How will applications be evaluated?
Applications will be reviewed based on statutory eligibility, alignment with the Fund’s purpose, organizational capacity, and demonstrated ability to support individuals seeking protected health care in Connecticut.
