Funding for Local Governments
The federal program requires OPM, as the SAA, to engage in a strategic planning process to guide the expenditure of JAG funds. As part of the annual federal grant application process, the SAA must submit a cohesive plan describing priorities, strategies and timeline for the allocating the local-level (LVPT and LT10K) JAG funds as well as the state agency funding. The 2022 JAG Local Violent Crime Prevention Grant program is available to 91 local governments with "organized police departments". Funds are allocated to municipalities based on their violent crime rate. The allocation table can be found here.
Grant Application Process
OPM will email grant application announcement to town/city Chief Elected Officals and to the Chiefs of Police statewide. OPM will release a grant award once all required documents have been submitted and reviewed. Towns must not execute purchase orders or contracts or incur over-time expenditures until receiving a signed grant award, by both parties, from OPM. The grant shall be awarded to the town or city; and must be signed by the "official representative" whom is authorized to sign contracts on behalf of the town/city. (In most cases, the Chief Elected Official or Town Manager signs grant contracts.
