• 12/14/2016 Gov. Malloy and Secretary Barnes Applaud State Employees Retirement Commission Approval of Pension Agreement

  Governor Dannel P. Malloy and Office of Policy and Management Secretary Ben Barnes are applauding the State Employees Retirement Commission on their unanimous vote today to lower the assumed rate of return for the State Employee Retirement System (SERS) from 8 percent to 6.9 percent. The action was prompted by the agreement Governor Malloy and the State Employees Bargaining Agent Coalition (SEBAC) announced last week that will allow the state to fully fund its pension obligations on a stable, predictable basis while continuing to support the state’s retirement system.

• 12/14/2016 Gov. Malloy Statement on November Jobs Report

  Governor Dannel P. Malloy released the following statement in response to the Connecticut Department of Labor’s monthly “Labor Situation” report for November 2016. Preliminary numbers show that Connecticut added 2,100 jobs last month and the unemployment rate fell four-tenths of a percentage point to 4.7 percent – the lowest level the state has seen since October 2007.

• 12/12/2016 Gov. Malloy Directs Flags in Connecticut to Remain at Half-Staff on Wednesday for the Anniversary of the Tragedy in Sandy Hook

  Governor Dannel P. Malloy today announced that he is directing U.S. and state flags in Connecticut to remain at half-staff on Wednesday, December 14, 2016, in honor of the 20 children and six adults who were killed four years ago in the tragedy at Sandy Hook Elementary School in Newtown. Accordingly, since no flag should fly higher than the U.S. flag, all other flags, including state, municipal, corporate, or otherwise, should also be lowered.

• 12/11/2016 Gov. Malloy and Congressman Courtney Announce Creation of Innovative Apprenticeship Program at Electric Boat

  Governor Dannel P. Malloy and U.S. Congressman Joe Courtney today announced that General Dynamics Electric Boat, working with the Connecticut Department of Labor (CTDOL), has re-introduced an on-the-job training initiative using the nationally-recognized Registered Apprenticeship program. The program, which officially began last week, currently has 30 apprentices training in various job classifications that include inside machinists, outside machinists, welders, ship fitters, and sheet metal workers. On January 17, a second apprentice program will begin at Electric Boat (EB). An additional thirty design apprentices are enrolled in this four-year program, which includes classroom instruction provided by Three Rivers Community College and on-the-job training.

  Governor Dannel P. Malloy and representatives from the State Employees Bargaining Agent Coalition (SEBAC) today announced that after months of productive negotiations between the administration and SEBAC representatives, an agreement has been reached to modify the funding calculation and amortization schedule for the State Employee Retirement System (SERS) to help avoid the fiscal cliff the state would otherwise face in the coming years. The purpose of the agreement, which now heads to the General Assembly for approval, is to allow the state to fully fund its pension obligations on a stable, predictable basis while continuing to support the state’s retirement system.

  Governor Dannel P. Malloy today announced that – in accordance with a proclamation from President Barack Obama directing flags to be lowered across the country in honor of former U.S. Senator, veteran, and astronaut John Glenn – U.S. and state flags in Connecticut should be flown at half-staff beginning immediately until sunset on the day of his interment, which has not yet been determined.

• 12/6/2016 Gov. Malloy Announces Four Units at Correctional Institution in Somers to Close as Result of Declining Crime Rate and Prison Population

  Governor Dannel P. Malloy today announced that as a result of the continuing decline in the state’s crime rate and the resulting drop in the prison population, the Connecticut Department of Correction (DOC) has closed four housing units at the Osborn Correctional Institution in Somers. The four units – commonly knowns as “the Q’s” – once held a total of more than 400 inmates. With reported crime at a 49-year low – and dropping significantly each year – and the number of prisoners recidivating and returning to prison down 19 percent, the DOC has been able to close three entire prisons and portions of several existing prisons.
