Gov. Malloy Testifies in Support of Banning Bump Stocks and Other Rate of Fire Enhancements

(HARTFORD, CT) – Governor Dannel P. Malloy has submitted written testimony in support of a legislative proposal being considered in the Connecticut General Assembly’s Judiciary Committee that will ban enhancements that increase the rate of fire of a semiautomatic weapon, including items such as bump stocks, trigger cranks, binary trigger systems, and other modifications. The committee held a public hearing on the proposal today at the Legislative Office Building.

“We cannot sit back while Congress continues to capitulate to the demands of the NRA over the demands of the American people,” Governor Malloy wrote in his testimony to lawmakers. “Let us do what Congress cannot and will not do – let us work together to close dangerous loopholes and ban bump stocks in the State of Connecticut.”

The legislation is House Bill 5542, An Act Concerning Bump Stocks and Other Means of Enhancing the Rate of Fire of a Firearm. It closely mirrors legislation introduced earlier this session by Governor Malloy (Senate Bill 18) that was referred to the Public Safety and Security Committee but did not receive a vote prior that committee’s deadline.

Governor Malloy specifically thanked State Representative William Tong (D-Stamford), co-chairman of the Judiciary Committee, for ensuring that the proposal received a public hearing and would be considered by the committee.
