Governor Lamont Announces Connecticut Earns an "A" in 2026 Digital States Survey

Connecticut Also Receives National Recognition for Technology Leadership

(HARTFORD, CT) – Governor Ned Lamont today announced that the State of Connecticut has earned an “A” in the Center for Digital Government’s 2026 Digital States Survey, placing it among 11 states to receive the survey’s highest grade. Connecticut also received an Outstanding Achievement award for leadership, recognizing the state’s alignment of technology strategy with the governor’s priorities and its coordination across agencies.

The biennial survey evaluates how all 50 states use technology to improve public services, increase efficiency, and strengthen government operations. Connecticut’s grade increased from an “A-” in the 2024 survey.

“People should be able to get what they need from state government without having to navigate a maze,” Governor Lamont said. “Connecticut’s ‘A’ grade reflects years of work by dedicated employees across our agencies to make services easier to access and government more responsive. We’re proud of this recognition, and we’re going to keep building on that progress.”

The recognition reflects a vision Governor Lamont laid out in his 2019 State of the State address: to invest in an all-digital government and design services from the taxpayer’s point of view. Since then, his administration has worked across agencies to improve the experience of residents and businesses as they access government services online.

Connecticut’s digital government work is led by the Connecticut Department of Administrative Services Bureau of Information Technology Solutions (DAS BITS), in partnership with agencies throughout state government. Recent efforts include improving access to services through statewide digital portals, strengthening cybersecurity, and establishing a Responsible AI Framework to guide the safe use of artificial intelligence by state employees.

“Congratulations to all the states for their accomplishments as the pace of change accelerates,” Teri Takai, chief programs officer of the Center for Digital Government, said. “What stands out in this year’s results is how state technology leaders are turning increasingly complex challenges into opportunities to modernize government. The states are adopting new technologies while making strategic investments, strengthening governance, and building the capacity to deliver better, more responsive, and trusted services to the people they serve.”

“The leadership award speaks to the collaboration behind this work,” DAS Commissioner Michelle Gilman said. “Technology can make a meaningful difference for residents and businesses when agencies work together, listen to the people they serve and support the employees delivering those services. I’m grateful to our DAS BITS team and to our partners across state government for making that possible.”

“An ‘A’ is a tremendous recognition of our team’s work and the partnerships that make it possible,” Connecticut Chief Information Officer and DAS Deputy Commissioner Mark Raymond said. “Our focus is on putting technology to work in practical ways: making services simpler, protecting the systems people rely on and giving agencies the tools to meet changing needs.”

The Center for Digital Government evaluates states on their support for state priorities, improvements to services and operations, innovation, collaboration, benefits, and progress since the previous survey. This year’s awards will be presented during a ceremony on September 27, 2026, at the National Association of State Chief Information Officers’ annual conference.
